Economic and Social Development Objectives for the 15th Five-Year Plan Period
This research focuses on the key objectives for basically achieving socialist modernization by 2035, with careful consideration of external factors, resource constraints, and risk management. We identify total factor productivity (TFP) growth and per capita GDP growth rates as the primary indicators of economic and social development for the 15th Five-Year Plan period (2026–2030). Emphasizing the enhancement of overall productivity and societal well-being, we analyze various dimensions of high-quality economic and social development and propose a comprehensive indicator system to guide the development goals for this period. Through scenario forecasting, we assess the economy’s capacity and growth potential, providing target values for these indicators to guide strategic planning. Additionally, the research highlights the advancement of new productive forces and explores critical pathways and strategies required to achieve the development goals.
